    Άρθρο 8.4 – Αυτό είναι το πρόβλημα του Θαλάσσιου Τουρισμού που πρέπει να λυθεί δια Νόμου; Και ποιος έχει αναλογιστεί την επίπτωση αυτού του Άρθρου στα έσοδα της Διώρυγας; Πώς θα πληρωθεί η μισθοδοσία και η βασική συντήρηση, με τι έσοδα και από ποιον άλλον προϋπολογισμό του Κράτους; Τη Διώρυγα θα πρέπει να τη στηρίξει ο Κλάδος του Θαλάσσιου τουρισμού γιατί είναι αυτός που ωφελείται τα μέγιστα από τη χρήση της. Εάν κλείσει η Διώρυγα το πρόβλημα θα είναι τεράστιο για τα σκάφη αναψυχής. Αντίθετα, στο Νομοσχέδιο δεν υπάρχει καμία αναφορά στις υποδομές του Θαλάσσιου Τουρισμού και ειδικά στις μαρίνες. Η χωροθέτηση και αδειοδότηση τους θα πρέπει να γίνει με κριτήρια προσέλκυσης επενδυτών και μόνο δια Νόμου. Στην Τουρκία έχει ήδη ανακοινωθεί η πολιτική της επόμενης 10ετίας (και είναι ήδη 10 χρόνια μπροστά μας σε υποδομές…) «A master plan for upgrading Turkey’s tourism infrastructure will include new marinas for megayachts. The tourism strategy originally announced by Turkey’s Ministry of Culture and Tourism has been updated to include other facilities for recreational vessels. At a meeting in Jan at the Ankara Arena Sports Hall, Prime Minister Recep Tayyip Erdogan said that he had revised plans for improving Turkey’s tourism infrastructure in time for the 2023 centennial of the republic. The tourism strategy, which will see US$24bn invested in upgrading facilities across Turkey, expects to create US$70bn annually in tourist revenues. The country hopes to attract 63 million tourists each year by 2023, becoming one of the world's top five destinations. The strategy will include capital spending on nine yacht ports, 10 tourism-based cities, 11 cruise ship ports, and three modern airports. Cities included in the tourism regions are Ad?yaman, Amasya, Bursa, Edirne, Gaziantep, Hatay, Izmir, Istanbul, Konya, Kütahya, Manisa, Nevsehir, Kars, Mardin, Samsun, Sivas, Sanliurfa and Trabzon. “The plan is to re-enliven cultural tourism and turn them into better-known cultural cities,” Erdogan told Today’s Zaman. “Sea tourism” will be the focus of Antalya, Mugla, Mersin, Trabzon, Samsun, Izmir and Istanbul. The money will be used to restore Greek, Roman and other historic ruins. Marinas in Istanbul, Antalya and Izmir will be upgraded for megayacht access, and commercial fishing marinas along the Black Sea coastlines will be modernized to accommodate recreational vessels. The ports in Trabzon, Kusadasi, Samsun, and Mersin will be modernized for cruise ship and superyacht visits. Recently, the western province of Mugla announced that three new marinas would be built in the towns of Datca, Dalaman and Milas. Izmir Transportation District Director Omer Tekin said that that the foundations for a 1,200-slip marina in Dalaman would be laid within the next three months.
