This article stipulates that certain provisions of the draft regulation shall become applicable and binding on interim regime providers, before completion of the licensing procedure and within specific time limits after enactment of the draft regulation. Out of those provisions, the most problematic seems to be that of par. 34.1.1 which states that the limitations in the offering of betting events, as provided in article 11 (see our comments above), shall become effective within 30 days after enactment of the draft regulation. While it is uncertain when this draft regulation will be enacted (normally this expected to happen immediately after enactment of the draft Gaming Act since it is a secondary law text based on the Gaming Act), it is proposed that the respective limitations shall come in force after the new licenses are issued and shall not affect the status of current interim regime providers.
