Regarding Article 26, we recommend instead of the concentration of powers in the Climate Governance procedures in the Ministry of Energy and Climate Change, the decentralisation of the Ministry’s powers. In addition, we recommend an annual Parliamentary reading during the annual State Budget reading on the monitoring of the targets of the Climate Law, as per the example of the German Climate Law.
