I dont understand the system, but would urge you to cut red tape and the requirement of volumes of useless information. You seem to be holding on to outdated systems the anglo saxons did away with centuries ago, openned their economies up and have reaped the rewards. Increased competition will replace the odd tax amount someone did not pay you.
