Dear Sirs, I see that the districts and local/cities are not included in the process. It is my understanding that the local boards exert more influence on person's life than the central government. Today, they are the least transparent organizations and the mayors behave many times are small dictators. I suggest that a great emphasis be given to this area as well as the district and central government.
