    Dear Sirs, I am confused. You want to address a problem, διαφθορά, and instead of making the process simpler you propose to make it more complex. The process ought too be, at the beginning, one creates a group/team that develops the rules and procedures. This group/team may have to meet when needed to add, delete or modify the rules and procedures. The second step is to train auditor whose job is to look and investigate corruption cases. Their job needs to include a paragraph saying that in the event they are found guilty because they did not perform their duties, participate in corruption, etc., they will be dismissed from their jobs and they may be prosecuted to the full extend of the law. That is part of what we call organization governance. These auditors will be assigned to various organizations and the management of these organizations will be responsible for their performance. Managers will adhere to the organization governance or they will be dismissed/replaced. The above approach will eliminate a new organization to be formed, additional bureaucracy, complexity and cost, and will also introduce responsibility in the present hierarchy, something that is presently missing.
