    There must be no differentiation between commercial and non-commercial lobbying and public affairs activity. They are fundamentally the same thing: influence on policies and decisions. Whether it is paid for or not paid for is secondary. If one must register, then the second must as well. NGOs, citizen organisations and others who do not fall into the "paid" representation of clients by consultancies should therefore be registered. Similarly, inhouse lobbyists or companies who use inhouse lobbyists should be included in the registry. This is a conversation I was having 20 years ago already in Brussels at the BoD of European Centre for Public Affairs. A solution would be to follow the definitions and rules used in the EU Institutions for registration insofar as possible.
