    6Cost of licence is the highest in Europe and is unjustified, unfair and possibly illegal · The licence fee cannot be justified by the technical limitations as the potential number of licensed entities using internet as platform is unlimited · The licence fee cannot be unjustified on basis of the regulatory costs which burden the Government and the regulatory authority · In reality the cost of licence is a market entry fee and a de facto barrier to entry that discriminates against smaller operators with GGR less than 5-6m/annum
