    1. RNG prohibition has a three-fold impact · Possibly provides a monopoly for OPAP to provide these games · Pushes at least 100m of GGR, most likely 150m of GGR into illegal gambling as this market cannot be absorbed by a single provider, landbased business or by online sportsbetting · Reduces potential Government tax revenue by 30-50m/annum 2. Cost of licence is the highest in Europe and is unjustified, unfair and possibly illegal · The licence fee cannot be justified by the technical limitations as the potential number of licensed entities using internet as platform is unlimited · The licence fee cannot be unjustified on basis of the regulatory costs which burden the Government and the regulatory authority · In reality the cost of licence is a market entry fee and a de facto barrier to entry that discriminates against smaller operators with GGR less than 5-6m/annum 3. Company tax provision of art 13(2) is unrealistic and unfair · May create situation where the only acceptable operational cost is marketing thus leading to a situation where GGR=profit 4. Customer accounts and banking provisions must be EU-compliant · EU/EEA banks, PSPs etc. must be accepted · De facto limitations of the currently enforced capital controls must not be passed into law itself · Otherwise the proposals appear to incorporate the 4th AML Directive directly
