    We note that Article 7 (amending Article 12) of the draft imposes a restriction on the acceptance of anonymous prepaid instruments to those issued in the European Union only. As we view anonymous prepaid instruments as playing an important role in financial inclusion for all consumers we propose the wording of the Article is amended so that the restriction imposed on the acceptance of anonymous prepaid instruments is extended to allow for cards issued in third countries that meet the other criteria of Article 12 (including the monetary limits) to be accepted. Adopting this approach would recognise the equivalence of money laundering and terrorist controls in jurisdictions such as the United Kingdom, where legislation has already been passed implementing the requirements of Directive (EU) 2018/843. It would also alleviate some of the potential impacts that consumers may experience following Brexit as anonymous prepaid cards issued in the United Kingdom could continue to be accepted in Greece.
