    Article 1.Definitions PLEASE NOTE c) Despozomeno pet – hunting dogs are included in this definition – but later under Article 12 Criminal penalties - Hunting dog penalties are defined as higher than other Despozomeno pet defined animals. This makes no sense. The penalties for crimes against ALL Despozomeno pet defined animals should be the same. Hunting dogs do not suffer more or are more important than any other animal in this category. If the level of penalty is set at imprisonment for one year and a fine of 8000 euro for hunting dogs this penalty should be common to all animals defined in this category. d) definition STRAY is not acceptable or adequate Animals do not recognise boundaries both cats and dogs are free to wander outside of their owners properties they may well be owned and cannot be classified as stray animals, and for obvious reasons should never be defined as “unwanted” . Dogs in the absence of adequate animal welfare in Greece are released to roam freely after being held for a short term in municipality shelters, they should not be classified as stray and unwanted animals, but MUNICIPALITY/COMMUNITY animals and as such custodian owned and their ongoing welfare provided until such time as adoption is arranged. They should be registered as such provided with visual collars and tags which should give contact details of their custodians . If any of these animals are subjected to mistreated or abuse then the Municipality/Community are required as their custodians to immediately report to the police and bring actions against the perpetrator. ALL Despozomeno pets must all have an owner. The aim surely is to have no animals who are not receiving care and welfare. All animals should be in the care of a responsible and accountable owner or custodian either Municipality/community, Animal organisation or individual. Following the introduction of these laws along with a pre defined period to conform to its requirements. thereafter when animals which are collected and found not to be micro chipped only then can they be accurately termed as STRAY. These animals should be collected and processed towards care and custodianship/ownership warranting care and welfare as determined by the law. g) Should not be defined merely as a shelter devoted to short term temporary care but a MUNICIPALITY/COMMUNIITY ANIMAL CARE facility whose primary duties are defined and accountable. These must include custodianship medical care and welfare, sterilisation, micro chipping ongoing care and welfare and facilities in place to actively seek adoption.
