The loss and theft of animals is already a concern and micro chip identification is used by responsible owners. Those that are intent on abandoning animals will abandon them BEFORE this legislation becomes operative. For those who already suffer under financial difficulties because of Greece’s monetary crisis and for animal organisations who have many animals in their care these increased costs, the heavy and devastating cost consequences of this proposal MUST be considered by the government emphasis changed and free concessionary arrangements made . The emphasis should NOT be mass micro chipping but mass STERILISATION. And total costs for this should NOT fall in entirety on the shoulders of those already showing care and responsibility but should be directed to where they belong the Greek Government. Considerations for free or nominal prices for micro chipping AND STERILISATION MUST accompany these proposals to ease the burden on Animal organisations and those people on low incomes. The government should accept full responsibility and contribute to the stray animal situation in Greece which it has systematically ignored and allowed to develop to this crisis situation. The period of one month before implementation of penalties is insufficient – government subsidised concessions should be made and announced before this event and more time allowed to meet these obligations. Consider the financial situation and physical difficulties of animal shelters caring for 80 plus animals to transport and arrange for micro chipping.....The public should be fully informed of the requirements in law along with all available facilities timescale and concessions including free services prior to the enactment of these proposals. Above all this measure should either be deferred or include STERILISATION . The most important and vital animal care welfare and overpopulation control is NOT micro chipping in isolation but STERILISATION.
