    Surely the aim is to have no stray dogs whatsoever,no dog should be wandering the streets and should be in the care of a responsible owner either an animal welfare organisation ,Municipality or person. All Stray dogs should be microchipped,sterilised and vaccinated by the Municipality and animal association and become owned by such until adopted when ownership and responsibility is transferred to the adoptee individual
