β)ευζωία (welfare): - this should include recognition of and provision for an animals’s psychological wellbeing and needs, such as the need for the company of its own kind or human company, depending on the animal. Few animals thrive in isolation, but especially not dogs and cats. This needs rewording to acknowledge the difference between CATS and DOGS. Many “owned” companion cats live both indoors AND outdoors, and cats when outdoors roam by nature. Containing them within the bounds of a property is usually impractical or impossible. A cat can only be under the direct control of its guardian when indoors and it is not reasonable to ask every guardian to keep cats ONLY within the home itself. δ)Αδέσποτο ζώο συντροφιάς (Stray companion animal): - Progressive laws elsewhere are now avoiding such negative terminology for these animals and using instead terms like COMMUNITY ANIMALS which represent them not as a plague but as an integral part of most human communities. These animals exist in this state because of the community’s treatment of its companion animals (abandonment, failure to sterilise them etc) and until such time as NONE exists without private guardianship, they should be acknowledged and valued positively to encourage humane treatment of them. Positive language is a part of this approach. As mentioned above, the difference between community CATS and DOGS is not allowed for here. An “owned” cat might wander from its guardian’s premises but that does not make it a “stray”, or community animal. Cats sometimes roam for more than a day away from their homes before returning, especially unsterilised ones. στ) Μικρό ζώο συντροφιάς: - there are cats which weigh more than this. 10 kg or 12 kg seem more reasonable limits ζ)Καταφύγιο αδέσποτων ζώων: In many countries there are PERMANENT shelters for “unadoptable” companion animals, especially those with disabilities or illnesses which make them unappealing to most people as “pets” and unsuited to a free-roaming life. Provision needs to be made in the definition for such shelters here in Greece too, without the word “temporary”.
