    Surely it is an infringement of a person's rights to stipulate such an unreasonably low number of pets allowed? (And again, it does not allow for the difference between dogs and cats, let alone other animals). PROVIDED that the owner can and does adhere to the other laws regarding the welfare of the animals, the environment, and neighbourhood nuisance, s/he should be allowed an unspecified number. If an important purpose of these reforms is to encourage responsible companion animal guardianship ("ownership"), how does such an unreasonable and arbitrary limit serve that? What of the person who has kept 10 happy and healthy animals (not necessarily all dogs)for years, without offence to neighbours - are 8 of them to be dispatched to shelters for eventual euthanasia? Or abandoned on the streets to die as they cannot fend for themselves? The problem of animal hoarding is a quite specific one and will not be addressed by restricting numbers for every guardian. Hoarders do not observe the laws on animal welfare.
